When you turn the key on do you hear the fuel pump actually whine for a few seconds?
One of our members did a TPI swap recently and the fuel pump was not actually running. We checked to see if the Fuel Pump fuse was popped in the fuse block.
Then we went to find the injector fuse on the passenger side fender by the battery to see if that one had popped.
Can you hear the injectors clicking as if they are firing?

Have what is the fuel pressure at the rail could have a fuel pump issus, filter injectors cloged, or the regulator is by passing and droping all your fuel pressure.
